RULES AND REGULATIONS OF THE INSTITUTE OF HOTEL MANAGEMENT CATERING TECHNOLOGY & APPLIED NUTRITION (BHUBANESWAR) SOCIETY
SHORT TITLE: 1. These Rules and Regulations may be called “Rules and
Regulations of the Institute of Hotel Management Catering Technology &n Applied Nutrition (Bhubaneswar) Society”.
DEFINATION: 2. In these rules-
(a) ‘Society’ means the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society;
(b) ‘Institute’ means Institute of Hotel Management Catering Technology & Applied Nutrition
(c) ‘Central Government’ means Ministry or Department in the Central Government dealing with the subject.
(d) ‘Chairman’ means, except where the context otherwise requires, the Chairman of the Society;
(e) ‘Principal’ means Principal of the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society. In these Rules and Regulations, the ‘Principal’ shall also mean Secretary of the society, wherever the context so requires.
(f) State Government means Govt. of Orissa. REGISTERED OFFICE: 3. The office of the society shall be situated at Bhubaneswar or any city or town in the State of Orissa where to it may be removed pursuant to a resolution passed in that behalf by the Board of Governors of the society.
MEMBERSHIP: 4. (i) The Society shall consist of the following members:-
A chairman nominated by the Central Government
Three representatives of the State Govt. of Orissa one being the Director of Technical Education and Training, Government of Orissa, ex-officio or if there be no such person the officer who is for the time being; the administrative head of the department which is in charge of Technical Education whether in addition to other functions or otherwise.
Four representatives of Central Government. One of them being FA to the Department of Tourism or his nominee.
Cont.
An expert on Catering Technology to be nominated by the Central Government.
Two persons from Hotel Industry to be nominated by the Central Government.
The Principal of the Institute, ex-officio.
(ii) The Central Government may at any time appoint any other person to be a member of the society.
5. The society shall keep a roll of members and every member of the society shall sign the roll and state therein his name, designation, occupation and address. No person shall be deemed to be a member or be entitled to exercise any of the rights and privileges of a member unless he has signed the roll as aforesaid.
6. If a member of society shall change his address, he shall notify his new address to the Principal; but if he fails to notify his address the address in the roll of member shall be deemed to be his address.
Should any member the society (other than Chairman, the Expert of Catering Technology nominated by the Central Government and the Principal, Institute of Hotel Management Catering Technology & Applied Nutrition, Bhubaneswar, be unable to attend a meeting of the Society, he may appoint an authorized representative as proxy to take his place at that meeting of the society and such representative shall have all the rights and privileges of a member of the society including the right to vote for that meeting.
TENURE OFMEMBER: 8.
(i) When a person becomes a member of the society by
reason of the office he holds his membership shall terminate when he ceases to hold that office.
(ii) A member of the society nominated by the Central Government or by the State Government shall continue to be a member during the pleasure of the Central Government or the State Government, as the case may be.
(iii) The tenure of every person nominated by the Central Government Rule 4(i) (a) & (e) and Rule (XX) shall ordinarily be 3 years unless terminated earlier under Rule 8(ii).
CESSATION OFMEMBERSHIP
9. A member of the society shall cease to be member of the society if he dies resigns, becomes of unsound
mind, be adjudged or adjudicated as insolvent or be
Convicted of a criminal offence involving moral turpitude or if he is removed from the membership of the society or if he (other than Principal) accepts a full-time appointment in the Institute, or if he does not attend three consecutive meetings of the society without leave of the chairman.
RESIGNATIONS
10. (i) The Chairman may resign his office by a letter Addressed to the Central Government and his
Resignation shall take effect from the date it is
accepted by the Central Government.
(ii) A member may resign office by a letter addressed
to the Chairman under intimation to the authority by
whom he was nominated and such resignation shall
take effect from the date it is accepted by the
Chairman.
VACANCIES
11. The society shall function, not withstanding any
Vacancy therein and not withstanding any defect in the appointment or nomination of any of its member; and no act on proceeding of the society shall be invalid merely by reason of the existence of any vacancy therein or if any defect in the appointment or nomination of any of its members.
MEETING OFTHE SOCIETY
12. (i) The society shall meet whenever the chairman thinks
fit, provided that the Chairman shall call a meeting of
the society upon a written requisition of not less than
four members specifying the subject of the meeting proposed to be called. Provided further that the Annual General meeting of the society shall be held at least once in every year as required under the society registration act, 1860.
(ii) For every meeting of the society fifteen days notice shall be given provided that the Chairman may, for reasons to be recorded, call a special meeting on such
notice as he may deem fit.
(iii) Four members of the society including any representatives authorized under Rule-6 shall constitute a quorum at any meeting.
(iv) In case of difference of opinion amongst the members, the opinion of the majority shall prevail provided that in the event of disagreement by the Central Government representative representing Ministry of Finance or any financial matter the same would be referred to the Ministry of Tourism and Civil Aviation and the Finance Minister for a decision.
(v) Each member of the society, including the Chairman, shall have one vote and if there shall be an equality of votes on any question to be determined by the society the Chairman or member presiding shall have an additional or casting vote.
(vi) Every meeting of the Society shall be presided over by the Chairman and in his absence, by a member chosen by the members present to preside on the occasion
(vii) All the meetings of the Board of Governors shall be deemed to be meeting of the society.
(viii) Any business which it may be necessary for society to perform, except such as may be placed before its meeting may be carried out by circulation among all its members in India and any resolution so circulated and approved by a majority of the members signing shall be as effectual and binding as if such resolution had been passed at a meeting of the society, provided that at least four members of the society have recorded there views on the resolution BOARD OF GOVERNORS COMPOSITION POWERS MEETING ETC. 13 The General superintendence, direction and control of
the affairs of the society and its income and property shall be vested in the hereinafter called the Board.
The member of the Board shall be the same as theMember of the Society.
Should any Member of the Board (other than the
Chairman, the expert on Catering Technology nominated by the Central Government and the
Principal of the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society be unable to attend a meeting of the Board, he may appoint an authorized representative as a proxy to take his place at the meeting of the Board and such representative shall have all the rights and privileges of a member of the Board including the right to vote for that meeting only.
The Board shall function not withstanding any vacancy
therein and notwithstanding any defect in the appointment or nomination of any of its member, and not act or proceeding of the Board shall be invalid merely by reason of the existence of any vacancy therein or at any defect in the appointment or nomination of any of its members.
17. (i) Within the broad frame work of policy laid down by the Central Government or instructions/orders issued by them from time to time the Board may frame/amend their byelaws to provide for all or any of the following matters.
the formation of Departments of teaching;
the fees to be charged for courses of study in the Institute and for admission to the examinations for conferment of the awards;
the institution of fellowships, scholarships, exhibitions, loans, prizes and medals.
the creation and classification of posts, the method of appointment and determination of the terms and condition of services of teaching and other staff of Institute subject to prior approval of the Central Government in all such matters.
the constitution of pension and provident funds for the benefit of the officer, teachers, and other staff of the Institute.
the establishment and maintenance of halls and hostels;
the conditions of residence of students of the Institute and levying of fees for residence in the halls and hostels and of other charges; and
Other matters of relevance and importance in the administration of education institutions.
(ii) The Board may, by resolution, appointment such committees for such purposes and with such powers as the Board may think fit. The Board may co-opt such persons to these committee, as it considers suitable, either from amongst the members of the Board of Governors or outsiders
(iii) The Board may, by resolution, delegate to a committee or the chairman such of its powers for the conduct of its business as it may deem fit, subject to the condition that action taken by any committee or the chairman under the powers delegated to them by this rule shall be reported for confirmation at the next meeting of the Board.
(iv) The Board may pass such resolutions as it may deem fit on the Annual Report, the Annual Accounts and financial estimate.
18. (i) Ordinarily, the Board shall meet once in every six
Months and fifteen days notice shall be given of each such meeting and a copy of the proceeding of such
Meeting shall be furnished to the Central Government as soon as possible after the meeting; provided that the Chairman may, whenever he thinks fit, and shall, on the written requisition of not less than two members, call a special meeting.
(ii) Five members of the Board, including any representative authorized under Rule-15 shall constitute a quorum at any meeting of the Board.
(iii) In case of difference of opinion amongst the members, the opinion of the majority shall prevail provided that in the event of disagreement by the Central Government Representative representing Ministry of Finance on any financial matter, the same would be referred to the
Minister of Tourism and Civil Aviation and Finance Minister for a decision.
(iv) Each member of the Board, including the Chairman, shall have one vote and if there shall be an equality of votes on any question to be determined by the Board, the Chairman or member presiding shall have an additional or casting vote.
(v) Every meeting of the Board shall be presided over by the Chairman and in his absence, by a member chosen by the members present to preside on the occasion.
(vi) Any business which it may necessary for the Board to perform, except such as may be placed before its meeting, may be carried out by circulation among all its members in India and any resolution so circulated and approved by a majority of the members signing shall be as effectual and binding as if such resolution had been passed at a meeting of the Board PROVIDED that at least five members of the Board have recorded their views on the resolution. EXECUTIVE COMMITTEE COMPOSITION, POWERS, MEETINGS, ETC.19. (i)Out of the members of the Board of Governors of the Followings shall constitute an Executive Committee.
(a)
The Director of Technical Education, or if there be no Such person, the officer who is for the time being the Administrative head of the department, which is in-Charge of Technical Education, whether in additionto other functions or otherwise .
(b)
Two of representatives of the Central Government to be specified by the Central Government; one of the representatives to be specified as convener of the Executive Committee.
(c)
e expert nominated by the Central Government tothe Board of Governors ; and
(d)
The Principal of the Institute.
It shall be the duty of the Executive Committee to see
that the decision taken by the Board of Governors are implemented.
The Executive Committee shall exercise all or any of the powers and functions of the Board of Governors, subject to the general superintendence, direction and control of the Board.
The Executive Committee shall function, not withstanding any vacancy therein and not withstanding any defect in the appointment or nomination of any of its members; and no act of proceedings of the Executive Committee shall be invalid merely by reason of the existence of any vacancy therein or of any defect in the appointment or nomination of any of its members.
23 (i) The Executive Committee shall meet as often as necessary and at least once in three months, and ten days notice shall be given of each such meetings and a copy of the proceedings of such meetings shall be furnished to the Board of Governors and to Central Government as soon as possible after the meeting PROVIDED that the convener may, whomever he thinks fit, and shall on the written requisition of not less than two members, call a special meeting.
(ii) The meeting of the Executive Committee shall be presided over by a member elected to preside over that meeting. If there is any difference of opinion with regard to Chairman, the meeting shall be presided over by the convener of the Executive Committee or in his absence by one of the other representative of the Central Government.
(iii) Three members of the Executive Committee present in person shall constitute a quorum at any meeting of the committee.
(iv) In case of difference of opinion amongst the members, the opinion of majority shall prevail, provided that in the event of disagreement by the Central Government Representative representing Ministry of Finance on any financial matter, the same would be referred to the
Minister for Tourism and Civil Aviation and the Finance Minister for a decision.
(v) Each member of Executive Committee including the Chairman elected for the meeting shall have one vote, and if shall be an equality of votes on any question to be determined by the committee, the Chairman elected for the meeting shall be an additional or casting vote.
(vi) Any business which it may necessary for Executive Committee to perform, except such as may be placed before its meeting, may by carried out by circulation among all its members in India and any resolutions so circulated and approved by the majority of the members signing shall be as effectual and binding as if such resolution had been passed in the meeting of the committee; PROVIDED that at least three members of the committee have recorded their views on the resolution.
PRINCIPAL 24.
(i) (a) The appointment of the Principal of the Institute shall be made by the Central Government
The selection for appointment to the post of Principal(s)
shall be Centralized in the National Council for Hotel Management & Catering Technology.
There will be a common carder of the Principals of the various Institutes (Societies), set up for the furtherance of similar object, as laid down in the Memorandum of the Association of these Institutes/Societies and the incumbents on the post of Principal shall be liable to be transferred to any of the Institutes set up by Central Government in various places in the Country.
The Principal shall be the Principal academic and Executive Officer of the Institute and shall be responsible for the proper administration of the Institute and for the imparting of instruction and the maintenance of discipline. All other staff of the Institute shall be sub-ordinate to the Principal.
The Principal shall be the custodian of records, the funds of the Institute and such other property of the Institute as the Board may commit to his charge.
The Principal shall act as Secretary of the society, the Board, the Executive Committee and other committee of the society or the Board. He shall discharge all functions of the Secretary as provided in the Society Registration Act.
The Principal shall have such other powers and shall perform such other duties as may be delegated to him by the Board.
The Principal shall have the power to redelegate his powers any of his office sub-ordinates with the approval of the Board.
In the event of the occurrence of any vacancy in the office of the Principal or if the Principal is unable to discharge his functions owing to absence, illness or any other cause, it shall be open to the Board to authorized any person to exercise such power, functions, and duties of the Principal as the Board may deem fit. ACCOUNTS, AUDITS
AND REPORTS 25. Within six months of the closing of the previous financial Year the society shall submit to the Central government for their approval Budget Estimates for the ensuing year along with a report on the working of the Institute andan audit statement of Accounts showing the income and expenditure for the previous year, provided that the Budget Estimates for the 1st year will be submitted in accordance with such directions as the Central Government may issue in this respect SOCIETY TO BE SUED IN THE NAME
OF THE SECRETARY :26 For the purpose of Section-6 of the societies Registration Act, 1860 (XXI of 1860), the person in whose name the Society may sue or be sued shall be the Secretary of the Society.
27. All the contracts for and on behalf of the society shall be executed by the principal of the Institute if the value of the contract is Rs.10, 000 or less and by the Principal of the Institute and the convener of the Executive Committee if the value of the contract exceeds Rs.10,000. The Board may also authorize any person to enter into contacts on behalf of society subject to such registrations and conditions as the Board may impose. ALTERNATIONETC OF PURPOSES AND OF RULES: 28 (i) Subject to the prior approval of the Central Government the society may alter, extend or abridge any purpose for which it is established PROVIDED it carries out the procedure prescribed in that behalf by Act XXI of 1860
(ii) These Rules may be altered with the consent of the Central Government at any time by a resolution passed by a majority of two-thirds of the members present at any meeting of the society which shall have been duly convened for the purpose.
29. The society may be dissolved in accordance with the provisions of sections 13 and 14 of the Society Registration Act (21 of 1860) after obtaining the previous consent of the Central Government.
30. If on the winding up or the dissolution of the society there shall remain, after the satisfaction of all its debts and liabilities, any property whatsoever, the same shall not be paid to any of its members or distributed amongst them, but subject to provisions of section 14 of the Act shall be disposed off as the Central Government may determine.
MEMORANDUM OF ASSOCIATION
1. The name of the society shall be the Institute of Hotel Management Catering technology & Applied Nutrition (Bhubaneswar) Society.
2. The registered office of the society shall be situated at Bhubaneswar
3. he objects for which the Society is established are:
(i) to establish and to carry on the administration and management of the Institute of Hotel Management Catering technology & Applied Nutrition hereinafter called the ‘Institute’ whose function shall be:-
(a) (i) to provide instruction and training in all the crafts and skills, all
the branches of knowledge both theoretical and applied and all the organizational and management techniques, which are required for the efficient functioning of hotel and catering establishments of all kinds, as well as institutional feeding programmes in schools, industrial establishment and similar organizations;
to impart instruction and training in modern and scientific techniques of management of modern hotels and hostels;
(b) to undertake and to associate itself with nutritional extension and developmental work;
(c) to propose economy in the handling and utilization of foodstuffs;
(d) to assist in and associate itself with the efforts of the Central and State Government to popularize wholesome non-cereal foods, particularly protective foods, with a view to the diversification of the ordinary Indian diet and enrichment of its nutritional content;
(e) to assist in and associate itself with the attempts of food research institutions, food scientists and food technologists to find effective and acceptable means of presenting their nutritional ideas through the development of suitable recipes and the planning of menus;
(f)in accordance with the general policy laid down by the Central Government to prescribe courses of instructions, hold examinations and grant certificates, diplomas and other awards to persons;
(g) to fix and demand such fees and other charges as may be laid down by the bye-laws and ordered by the Central Government.
(h) to establish, maintain and manage halls and hostels for the residence of students and members of the staff;
(i) to supervise and control the residence, to regulate the discipline of students of the Institute and to make arrangements for promoting their health, general welfare and cultural and cooperate life;
(j) to Institute teaching, administrative, technical, ministerial and such other posts as may be necessary and to make appointments thereto in accordance with the rules bylaws and any instructions/orders and guidelines issued by the Central Government from time to time.
(k)to Institute and award fellowships, scholarship, exhibitions, loans, monetary assistance, prizes and medals in accordance with the rules and bye-laws; and
(i) within the broad framework of the policy laid down by the Central Government, to seek affiliation with universities or other appropriate academic or governmental bodies or institutions and obtain the recognition of its courses of instruction, its examination, its diplomas, certificates and other awards by the appropriates educational authorities.
to make rules and bye-laws for the conduct of the affairs of the Institute and Society and to add to, amend, vary or rescind them from time to time
to give pensions, gratuities or charitable aid to the teachers, staff and other employees or ex-employees of the Society or to their wives, children or other dependants; subject to orders/instructions issued by the Central Government in this regard from time to time
to make payments towards insurance and form and contribute to provident and benefit funds for the benefit of any person employed by the society or of the wives , children or other relatives or dependants of such persons;
to acquire , hold and dispose of property in any manner whatsoever provides that the prior approval of the Central Government is obtained in the case of acquisition or disposal of immovable property;
to deal with any property belonging to or vested in the society in such manner as the Society may deem fit for advancing the functions of the Institute.
to borrow and raise money with or without security or on the security of any Mortgage, Charge or Hypothecation or pledge over all or any of the immovable properties belonging to the society in any other manner whatever subject to the approval of the Central Government
to build construct and maintain houses, hostels, schools or other buildings and altar, extend, improve, repair enlarge or modify the same including any existing building and to provide and equip the same with light, water, drainage, furniture, fittings, instruments, apparatus and appliances and other things for the use to which such buildings is to be put up or held.
to construct or otherwise acquire, layout, repair, extend, alter, enlarge, improve and use any land, recreation or playgrounds, parks and any other immovable property belonging to or held by the society;
to start, conduct, print, publish and exhibit any magazines, periodicals, newspapers, books, pamphlets or posters that may be considered desirable for the promotion of the objects of the society;
To maintain a fund to which shall be credited
all money provided by the Central Government’
all fees and other charges received by the society
all money received by the society by way of grants, gifts, donations, benefactions, bequests or transfers; and;
all money received by the society in any other manner or from any other sources;
to deposit all money credited to the fund in such banks or to invest them in such manner as the society may, with the approval of the Central Government decides;
to draw, make, accept, endorses, and discount cheques, notes or other negotiable instruments, and for these purposes to sign, execute and deliver such assurances and deeds as may be necessary;
to pay out the funds belonging to the society or out of any particular part of such funds the expenses incurred by the society from time to time including all expenses incidental to the formation of the society and management and administration of any of the foregoing objects including all rent, rates, taxes, outgoings and the salaries of the employees;
to maintain proper accounts and other relevant records and prepare an annual statement of accounts including the balance sheet in such form as may be prescribed by the Central Government.
to have the accounts of the society audited in such other manner as the Central G government may direct and to forward annually to the Central Government the accounts duly certified by the auditor s together with the audit report thereon;
to constitute such committees or sub- committees as it may deem fit;
to delegate all or any of its power to the Board of Governors of the Institute or to the Executive Committee or to any of the committees or sub- committees constituted by the Society or the Board , or to any one or more members of its bodies or its officers;
to do all such lawful acts , deeds or things as may be necessary , incidental or conducive to the attainment of all or any of the objects of the Society.
4. No immovable property of the Society shall be disposed of in any manner whatsoever without the approval of the Central Government.
5. The Central Government may issue such instructions to the Society or the Institute as it may consider necessary from time to time for the furtherance of the objects of the Society and for ensuing proper functioning and control of the Institute and the Society shall comply with such instructions.
6.The Central government may appoint one or more persons to review the work and progress of the society or Institute and to hold enquiries into the affairs thereof and to report thereon, in such manner as the Central Government may stipulate. Upon receipt of any such report, the Central Government may take such action and issue such directions, as it may consider necessary in respect of any of the matters dealt with in the report and the society or Institute, as the case may be bound to comply with such directions.
7. The income and property of the society, however, derived, shall be applied towards the promotion of the objects as set forth in the Memorandum of association subject nevertheless in respect of the grants made by the Central Government to such limitations as the Central Government may, from time to time impose. No part of income and property of the society shall be paid or transferred directly or indirectly by way of dividends, bonus or otherwise howsoever by way of profit to the person who at any time are or have been member of the society or to any of them or to any person claiming through them or any of them, provided that nothing herein contented shall prevent the payment in good faith of remuneration of any member thereof or any person in return for any service rendered to society or for traveling allowance, halting or other similar charges.
8. The name and addresses and occupations of the first member of the governing bodies of the society (referred to in the rules and bye-laws as the Board of Governors) to which by rules and byelaws of the society, the management of its affairs is entrusted are:

STAFF REGULATIONS
In pursuance of the relevant provision of the Memorandum of Association and Rules of the Institute Of Hotel Management Catering Technology And Applied
Nutrition (Bhubaneswar) Society, the Board of Governors hereby makes the following regulations namely:
CHAPTER-1
1. SHORT TITLE , COMMENCEMENT AND APPLICATION
These regulations may be called the Institute Of Hotel Management Catering Technology And Applied Nutrition (Bhubaneswar) society (Staff) Regulations.
They shall come into force at once and shall replace any other staff rules/regulations that may have been in force.
They shall apply to all the employees of the Society. In respect of the persons employed by the Society on Agreement / Contract, the rule shall be those as may be specifically provided in the Contract or Agreement as the case may be. In respect of the persons appointed on deputation from the Central or State Govt., all matters relating to such employees shall be governed by the terms of deputations and if on any specific matter there is no provision about the same in terms of deputations, reference should be made to the parent Government or department as the case may be.
2.DEFINATIONS
In these regulations, unless the context otherwise requires:
“Appendix” means an Appendix to these regulations;
“Appointing Authority” means the authority prescribed in Regulation 5;
“Board of Governors” means the Board of Governors of the society
“Chairman” means the Chairman of the Board of Governors;
“Secretary” means the secretary of the society;
“Society” means the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society;
“Employees” means a person who is in the whole time service of the Society but does not include a person employed by the society on daily wages;
“Executive Committee” means the Executive Committee of the society;
“Institute” means the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society;
“Principal” means Principal of the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society;
“Central Government” means Ministry or Department the in the Central Government dealing with the subject.
3.CLASSIFICATION OF POSTS:
The classification of the posts in the Society and the scales of pay attached thereto shall be as set out in Appendix II and shall be subject to such orders as may be issued by the Society from time to time in conformity with the orders/instructions issued by the Central Government from time to time.
CHAPTER –II
4. STRENGTH OF STAFF
The Board of Governors shall from time to time determine with the approval of the Central Government the strength of the staff both permanent and temporary under the various categories required for carrying out its functions subject to norms, orders/guidelines prescribed by Central Government from time to time.
5. APPOINTMENTS (i) Appointments to posts in Group “C” and “D” shall be made by the Principal and appointments to the posts in Group “B” shall be made by the Board of Governors on the recommendations of a duly constituted sub committee authorized by the Board to make such selections. Orders of the Board of Governors in this regard will be communicated under signature of the Secretary of the Society (Principal). The procedure for appointment etc. to the post in Group “A” including the post of Principal shall be made as per provision of Rule 24(i) (a) (b) & (c).
(ii)Qualifications for appointments
The qualifications for appointment to the posts in various cadres in the Institute shall be such as may be determined by the Principal/ Executive Committee/Board of Governors from time to time in accordance with any orders/instructions issued by the Central Government in this regards. (iii) Methods of recruitment:
Recruitment to the post may be made:
by direct recruitment;
by promotion; and
by appointment of employees borrowed from Government Departments and other Institutes
on contract
NOTE: Appointment to a post in any grade by promotion shall be made whether in a permanent or officiating capacity from amongst employees serving in posts in the next lower grade. (iv) Adhoc Appointment
Not withstanding any thing contained in the above rules the Board of Governors/Executive Committee may by a general or special
order and subject to such conditions as it may specify in such order delegate to any authority the power to make adhoc appointments (v) Superannuation All employees of the Institute except Grade “D” employees shall retire on attending the age of 58 years provided that the Board of Governors may if satisfied that the interest of the society so requires and in consideration of outstanding nature of work done by an employee, extend by an order in writing, with the prior approval of the Central Government the period of service of any employee beyond the age of superannuation on the existing terms and conditions or on re-employment or on contract service for any period not exceeding two years in aggregate, subject to any instructions/orders issued by the Central Government in such matters Grade “D” employees shall retire on attending the age of 60 years.
Not withstanding anything contained in Regulation (a) an employee shall on invalidation by the appropriate medical authority cease to be in service on account of complete and permanent incapacitation determined in accordance with the relevant Rules applicable to comparable categories of Central Government employees from time to time.
(vi)Probation:
1) Every employee shall, on appointment to any post (whether on
Promotion or otherwise) be on probation for a period of one year commencing from the date of regular appointment;
2) Nothing in this regulation shall apply to the persons employed on
Deputation from Central/State Government or an Institute.
(vii)Medical fitness:
Every person appointed for the first time to any post in the Institute shall, before joining duty in the post, be required to furnish a medical certificate of fitness from a competent medical authority as under:-
i. Posts classified as Group “A” as per Appendix –II : Medical Board comprising of three doctors headed by the Medical Superintendent of a Govt. Hospital
ii. Posts classified as Group “B” as per Appendix –II : Medical Superintendent of the Govt. Hospital
iii. Posts classified Group “C” as per Appendix –II : authorized Medical Attendant/Medical Officer of the Govt. Hospital or the Government dispensary located in the area of residence.
iv. Post Classified as Group “D” as per Appendix –II : Govt. Doctor.
NOTE: For Group “B”, “C”, and “D” posts, the form for medical certificate will be as prescribed in Appendix-I. For Group “A” posts, Medical Certificate will be issued in the format used for such purpose by the hospitals. (viii) Termination of Service.
(a) (i) No employee other than a person on deputation from the Central Government or any State Government or an any Institute shall leave or discontinue his service in the Institute except after giving One Month notice in writing of his intention to do so to the Principal.
(ii) Provided further that where an employee has completed the period of Probation and stands confirmed, the period of such notice shall be Three Months.
(iii) However, if an employee wants to leave Service instantaneously he may be permitted to do so by depositing with the Institute pay and allowances for the period of notice, as the case may be
(iv) Provided that the appointing authority may, for reasons to be recorded in writing, waive either wholly or in part, the recruitment as to payment of such compensation
(b) (i) The Institute may at any time and without assigning any reason, terminate the services of any employee who has not completed his probation, after giving one month notice in writing or a month’s pay and allowances in lieu thereof.
(ii) The Institute may at any time and without assigning any reason terminate the services of an employee who has completed the period of probation and stands confirm by giving him three months notice or pay and allowances thereof.
( c)In case of Group “C” & “D” employee the Principal shall be the competent authority while Executive Committee for class “B” post shall be competent authority. However the Executive Committee will exercise his power only after the Board of Governors has ratified decision in this regard. In case of Group “A” post, the competent authority shall be the Central Government.
(d)Nothing contained in these Regulations shall effect the right of the appointing authority to retire, remove or dismiss an employee without giving any notice or pay in lieu of notice in accordance with the provisions of relevant rules concerning ‘conduct and discipline’ of employees.
CHAPTER- III GENERAL CONDITIONS OF SERVICES
In all matters relating to service conditions such as fixation of pay; increments; counting of service for increments; compulsory deductions; optional deductions; grant of special pay; personal pay; honorarium and fees; Dearness Allowance; Additional Dearness; Interim Relief; Leave Travel Concession; Compensatory Allowances; House Rent Allowance; Children Education Allowance; House Building Advance; Festival Advance; Advances for purchase of Conveyances; Travel and Admissibility of Travel Allowance; Classification, Control and Appeal Rules; Conduct Rules; Contributions to Contributory Provident Fund; Joining Time; Leave Entitlement and conditions for grant of various kinds of leaves; Medical Rules; Gratuity and Terminal Benefits etc; the Central Governments Rules on the subject, as applicable to comparable categories of Central Government employees/servants, shall Mutatis Mutandis be applicable to the corresponding categories of the employees of the Society subject to any order/amendments /instructions issued by Central Government on the relevant subject from time to time, except that where the Board of Governors, with the approval of the Central Government adopts a specific provision/rule in respect of any specific service matters, the employees of the Institute shall be subject to those provisions in respect of such specified matters.
Note: (i) The above list is only illustrative and not exhaustive. All matters
which may not have been spelt out above shall also be regulated in the same manner as in the case of Central Government servants of corresponding categories.
(ii) Employees of the Institute shall be eligible to contribute to contributory Provident Fund under the terms and conditions as laid down in Contributory Provident Fund (India) Rules, 1962 as amended from time to time.
CHAPTER-IV
7.RESIDENTIAL ACCOMMODATION:
(i) Out of the residential accommodation owned by the Society, the Society may at its discretion make available such residential accommodation, as it considers appropriate to the pay, rank and status of an employees, and on such rate of monthly license fee as it considers reasonable. The society will not have any authority to hire accommodation and give it to staff members
ii. In deciding the suitability of such residential accommodation to an employee’s pay, rank and status as well as in determining the license fee to be recovered from the employee for such accommodation, the society will bear in mind the scales of accommodatio9n and the rates of house rent in force under the Central Government rules governing the allotment of residential accommodation to its employees, but the decision of the Society in regard to such questions shall be final./
iii. If an employees refuses to accept the residential accommodation made available by the society and if the society does not consider his reasons for doing so adequate and acceptable, the society may stop the house rent allowance payable to him in terms of relevant rules.
iv. Accommodation of appropriate scale will be allotted to the employee strictly in accordance with the ‘Rule’ drawn up for allotment of such residential accommodation.
CHAPTER-V
General: Matters not covered by these Rules will be governed by Government of India’s instructions in that behalf.

RECRUITMENT AND PROMOTION RULES –2003
In exercise of the over all powers vested in it under its Memorandum of Association and Rules & Regulation ,the Board of Governors of the institute of Hotel Management, Catering Technology & Applied Nutrition (Bhubaneswar) Society hereby makes the following Rules in respect of various appointments in service of the Institute:-
SHORT TITLE AND CIMMENCEMENT:
These Rules shall be called the Institute of Hotel Management ,Catering Technology &Applied Nutrition (Recruitment and promotion) Rules, 2003
These Rules shall come into force with effect from 25 .7.2003
INTERPRETATION:
In these Rules the various terms and expressions shall have the same meaning as assigned to them in the Memorandum of Association, Rules and Regulations and Bye-laws of the
Institute from time to time.

These Rules shall apply for recruitment and promotions to all whole time regular employees and to all persons appointed or promoted to
any post in the Institute.

6.3 The chairman of a selection / Promotion Committee may co-opt subject Specialist to assist the Committee.
The recommendations of the Selection / Promotion committee shall be submitted to the Appointing Authority for approval and shall normally be valid for one year .
If any relative of any of the members of the selection /Promotion Committee to maintain impartiality and clear transparency in the selection process.
Presence of at least 2/3rd of the members shall form the quorum. However, presence of Chairman would be mandatory;
The Selection / promotion Committee would recommend panel of names and rank in order of merit based on an interview / test
7. SPECIAL REPRESENTATION:
Vacancies in various categories of posts shall be subject to such reservations for representation of Scheduled Castes, Scheduled Tribes, OBCs, Ex-servicemen or any other categories of persons as may be specified by the Government of India from time to time.
8. ELIGIBILITY FOR APPOINTMENT
A candidate for appointment in the Institute:
Must be a citizen of India
OR
Must belong to such categories of persons as may, from time to time, be notified ;in this behalf by the Government of India.
9. PHYSICAL FITNESS:
A candidate selected for appointment in the Institute shall be required to produce a medical certificate of fitness before appointment from a Medical Board for Group ‘A’ posts and Authorized Medical Attendants for Group ‘B’C’& ‘D’ posts as may be nominated by the Board of Governors from time to time. This condition could be relaxed in those cases where the persons already employed in Central Government/State Government /Public Sector Undertakings including Universities who have already undergone such medical examination and apply for any post either on direct recruitment process through proper channel or apply and get selection on deputation basis on foreign service terms.
10. VERUGUCATUIB OF CHARACTER AND ANTECEDENTS;
Appointing Authority shall satisfy itself that the character and antecedents of the candidates selected for first appointment in the Institute are such as so not render him unsuitable for appointment. The criteria, procedure and suitability for appointment would be the same as applicable for appointment to posts / services under the Central Government.
RESTRICTION REGARDING MARRIAGE:
The provision under Conduct Rule 21 regarding regarding restriction on Marriage as applicable to the employees of the Central Government employee will be applicable to applicable to the employees. The procedures and decision as prescribed under this rule shall be followed. Declaration will be obtained from new entrants as per OM No 25/37/67 Estt, (A) DATED 22.4.1970.
GENERAL CONDITIONS FOR APPOINTMENT:

The Appointing Authority may extend the probation period shall be more than the double of the original probationary period. At any time during or at the end of the probationary period, the services of the employee may be terminated in case of a new entrant of the employee may be reverted to the post held before promotion with out nay notice and without assigning any reason.
PART-II GENERAL PRINCIPLES GOVERNING DIRECT RECRUITMENTS:
DIRECT RECRUITMENT:
Vacancies in Group ‘A’ Group ‘B’ and post of Principal, Lecturer and Assistant Lecturer except for the post of Principal, shall be notified and advertised in leading newspapers and Employment News by the concerned Institute of Hotel Management. Whereas vacancies in Group ‘C’ Group ‘D’ shall be notified to the employment exchange giving full details regarding qualification, age, experience etc, as prescribed for the post in the schedule as well as notified and advertised in leading newspapers.
Action to fill a post falling vacant on account of retirement shall be initiated at least six months prior to its occurrence. This could be supplemented with other vacancies arising due to resignation/ dismissal /incapacitation/ death in the intervening period. It shall be mandatory for the concerned Institute of Hotel management to advertise the post of Principal at least six months prior to superannuating /retirement of incumbent, for which National Council for Hotel Management & Catering Technology will maintain a record.
A candidate for direct recruitment to a must fulfill the prescribed qualifications, experience, age etc Relaxation of essential qualifications and experience as prescribed for the post shall not be permissible under any circumstances.
In case a vacancy to recognized for SC/ST and OBC candidates, necessary steps to notify the vacancy to recognized SC/ST/OBC organizations etc. should be taken.
Due relaxations will be available for SC/ST/OBC candidates and such other categories of persons as may be notified from time to time by the Government of India.
A departmental candidate shall also be eligible to apply for a direct recruitment post if He possesses the requisite qualifications etc., except that in such cases the upper age limit may be relaxed up to 5 years.

i. Short listed candidates shall be required to appear in the prescribed test(s) and /or interview. On an average for one post , three candidates may be selected and placed in a panel in order of merit. In case the first candidate does not join the post within the stipulated joining time, the officer of appointment shall be made to the second candidate and if the second candidate also does not join, the offer of appointment shall be made to the third candidate. The panel of selected candidates shall be valid for one year. However, the selection committee has the discretion in this regard.
ii. Candidates short listed for interview in case of Group “A’ and ‘B’ posts and for the post of Assistant Lecturer- cum-Assistant Instructor and also the candidates belonging to the reserved categories and called for interview, may be granted travel expenses, to and fro for journey (s) by shortest rail route by 2nd class rail fare, on production of tickets. In the case of candidates for the post of Principal, travel expanses for to and fro journey (S) by shortest rail route by 2nd AC class, rail fare or equivalent will be provided on production of tickets.
A candidate below the age of 18 years shall not be considered for appointment to any post in the Institute.
a.The duration of experience as prescribed in these Recruitment Rules for each post for direct recruitment, should be reckoned as experience in the next below post. Authority, such deputationist could be reverted back to his parent office even before the expiry of the period of deputation.
All the terms and conditions relating to transfer on deputation should be sfettled well in advance between the lending department i.e. the parent office of the deputationist and the borrowing department i.e. the IHM concerned.
During deputation period, the deputationist may elect to draw euther pay in the pay scale of deputation post to be fixed under the normal Fundamental Rule 22 and subclauses thereunder or may draw the basic pay plus personal pay, if any in his parent department from time to time plus deputation allowance @ 5% of his basic pay subject to maximum of RS . 500/- PER month provided the deputation is within the same station. In other cases i.e. deputation at outstation, deputation allowance will be @ 10% on his basic pay subject to maximum of RS. 1,000 /- per month. Basic pay plus deputation allowance drawn by the deputationist should not exceed the maximum of the pay scale or RS. 19,500/- per month .
The deputationist will have the exercise his option within one month of his joining the deputation post clearly indicating whether he elects to opt the pay scale of the borrowing department i.e. IHM or opts for drawing deputation allowance as admissible under the Rules. The option exercised once will be final. The option could be revised in the following circumstances:
when the deputationist is reverted to a lower grade in his parent cadre;
when the pay scale of parent post is revised either from retrospective effect or prospectively.
During deputation period the foreign employee has to pay Leave salary contribution in respect of all classes of employees @ 11% of pay drawn in foreign service . Besides Leave salary contribution , the foreign employee will also pay pension contributions at a percentage prescribed for different category/ group of employees on the maximum pay of the post in the officiating / substantive grade held by the officer at the time of proceeding on foreign service. The pension contributions will be based on the length of service, which would include all kinds of leave with or without pay, overstayal of leave, suspension and joining time etc. The leave salary contribution (except for the period of leave availed on foreign service) and pension contribution/ contributory Provident Fund (employer’s share) contribution are required to be paid either by the employee or by the borrowing organization as per central Government Rules and all appointments on deputation/foreign service basis in IHM will be as per terms and conditions as laid down in the Department of personnel and Training’s office Memorandum dated 05.01.1994 as amended from time to time.
Borrowing department i.e. transferee IHM will have to pay to the lending department all the contributions towards pension, contributory provident Fund and leave Salary at the prescribed rate . These contributions shall not be payable during leave availed of by the deputationist while in foreign service.
In nutshell, all the provisions laid down in chapter xii of the Government of India’s Fundamental Rules will be applicable to all the IHM where the deputationist have been lent on foreign service terms from the lending central Government/ State Government Departments, public sector and other Undertakings, Autonomous societies etc.
PART-III- GENERAL PRINCIPLES GOVERNING PROMOTION:
14. PROMOTION:
No employee shall be considered eligible for promotion to a higher post unless he satisfies the requirements prescribed for promotion as specified for the respective post in the Schedule.
For the purpose of promotion, a post shall be either a selection post or a non- selection post as given in the Schedule.
Selection posts-Promotion to selection posts shall be on the basis of merit with due regard to selection posts shall be on the basis of merit with due regard to seniority. The appropriate Departmental promotion committee shall judge the merit and suitability of eligible employees for promotion on the basis of record of service, including confidential reports and recommend the order in which they may be promoted .The Departmental Promotion committee may conduct interview/test.
a. Non-selection posts – promotion to non-selection posts shall be on the basis of seniority subject to rejection of unfit candidates as determined from the record of service, including Confidential reports, by the appropriate Departmental Promotion committee as referred to above.
15. PART-IV GENERAL PRINCIPLES GOVERNING DEPUTATION- DEPUTATION ON FOREIGN SERVICE TERMS:
Employees of the central Government/State Government/Public sector and other Undertakings /Autonomous societies etc., applying through proper channel in relaxation of appointment on immediate absorption conditions for deputation on foreign service terms for any post in IHM may on their selection be appointed in IHM . White selecting the employees of the above mentioned organizations for a deputation post in IHM, selection committee as may be constituted by the Board of Government of the respective IHM will ensure that the candidate fulfils the requisite qualifications and experience etc., for the deputation post as are prescribed in the Recruitment Rules.
The terms and conditions of appointment on deputation/foreign service in Hotel Management Institutes/National Council shall be regulated in terms of Department of personnel & Training’s office Memorandum dated 05.01.1994 as amended from time to time .The period of deputation/foreign service shall be subject to a maximum of three years in all cases except for those posts where a longer period of tenure is prescribed in the Recruitment Rule . The borrowing organization may grant extension beyond this limit up to one year , after obtaining orders of secretary (Tourism), Government of India , where such extension is considered necessary in public interest. The borrowing organization may extend the period of deputation for the fifth year or for the second year in excess of the period prescribed in Recruitment rules in rare and exceptional circumstances in public interest subject to specific understanding that the officer would not be entitled to draw deputation duty allowance. This is subject to the prior approval of the lending organization and wherever necessary the UPSC/state PSC and ACC. In exceptional cases where the deputationist is not found fit to discharge his/her duties and responsibilities to the satisfaction of the competent
The above mentioned Rules shall also apply to the employees of the IHM lent on foreign service terms from one IHM to another or from the IHM to central Government /State Government Departments /public sector and other Undertakings or any other Autonomous Societies etc.
Leaves salary or and/or pension contributions in respect of deputationist lent on foreign service in the IHM may be paid annually within fifteen days from the end of each financial year of at the end of the foreign service .In cases where the deputation on Foreign service expires before the end of a financial year, the requisite contributions should be remitted within fifteen days from the expiry date of Foreign Service to the lending organizations.
Interest on overdue contributions i.e. unpaid contributions must be paid to the lending organization in accordance with the provisions laid down in S.R.307 of Government of India. At present the rate of interest on unpaid contributions is two paisa per day per RS.100/- from the date of expiry of the date on which contributions are finally paid .
Note:Though Government of India’s Rules provide that the employee could also pay leave salary and pension contributions himself at the prescribed rates on the net pay drawn i.e. the pay minus pension and leave salary contributions, yet it would depend on the option of the employee of the IHM. The leave salary for the leave availed of by the deputationist while in foreign service in the IHM shall be payable by his parent office. Leave salary contributions and pension contributions should be shown distinctly in the statement to be sent along with the cheque / demand Draft.
16.REMOVAL OF DOUBTS:
Where any doubt arises as to the interprotation of any of the provisions of these Rules or in respect of matters not provided for in these Rules ,the matter shall be referred to the Central Government. 1. At least 3 years experience in hotel related subject(s) as Head of Department in an Institute of Hotel Management affiliated to National council For Hotel Management and Catering Technology.

At least 20 years of experience in teaching and /or hotel industry including minimum 3 years in Hotel operations related subject(s)* as Head of Department in an Institute of Hotel Management affiliated to State Board of Technical Education /Recognized Univirsity. OR
At least 20 years of experience in teaching and /or hotel industry including 3 years as principal in a Food Craft Institute affiliated to National Council for Hotel Management and Catering Technoljogy. OR
Minimum 20 years of Hotel industry experience including minimum 5 years in Managerial capacity in 4 star/ Heritage or above category approved hotel.
6. Age limit: Not exceeding 52 years. Upper age limit is Relaxable upto 5 years in case of SC, ST and Departmental candidates and as specified for other categories by Government of India from time to time. Under no circumstances. The age should exceed 57 years.

DUTIES AND RESPONSILILITIES
A) ACADEMIC STAFF
1. PRINCIPAL
a).Principal is academic and executive officer of the Institute and responsible for proper admission and finance, discipline, teaching etc. as per Byelaws, Memorandum of Association and rules and Regulations of the Society and within the powers vested/delegated to him by the Board of Governors/ Central Government.
b).Custodian of records and Society's funds and other immovable/movable assets of the society.
a).As Secretary of the Board of Governors and Executive Committees respectively, he is responsible for arrangement of meetings To inform Government for filling up vacant posts in Bogs or Executive Committee.
c).Initiate faculty Development /Research/Experimentation in close association with the Heads of Academic Departments and submit periodic feedback to National Council for Hotel Management and Catering Technology and the Ministry. Also sponsor employees from administrative cadres including PA for Cash & Accounts training and other refresher courses conducted by IST&M, New Delhi through NCHMCT.
d).Such other duties as may be encrusted to the incumbent by the Executive Committee/Board of Governors and Government of India from time to time
2). HEADS OF ACADEMIC DEPARTMENT INCLUDING VICE PRINCIPAL
VICE PRINCIPAL :
Any Institute of Hotel Management, for their own administrative conveniences. May, with the approval of its Board of Governors, designate one of the Heads of Academic Department as Vice Principal on rotationally basis for a period of two years from amongst the academic HODs in order of seniority.
a). He will perform duties as assigned to him as academic HOD any may also function as Dean of the Institute looking after counseling/training placements of the students etc.
b). Teaching as assigned by the principal from time to time.
c). Overall responsibility for the efficient working of the Department concerned including maintenance of high educational standards, records, all equipment, tools and materials with the department, regular departmental meetings with minutes recorded for discussions with the principal assistance to the principal in the maintenance of staff and students discipline, innovation of programmers to strengthen the Institute's national and international reputation.
d). Assist Principal in R&D activities for improving quality of teaching of service to the industry and community.
e).Overall charge of the Labs and other working areas concerned, involvement in the purchase of equipment items etc both in matter of indenting, tendering and conduct of Purchase Committee meetings
f). Administrative Offices.
g). Arranging of training and welfare of students and such other duties and responsibilities as may be assigned to him by the Principal.
3). HEAD OF DEPARTMENT
a). Teaching as assigned by the Principal from time to time.
b). Overall responsibility for the efficient working of the Department concerned including main trance of high educational standards, records, all equipments, tools and materials with the department, regular Departmental meetings with minutes recorded for discussions with the principal, assistance to the principal in the maintenance of staff and students discipline innovation of programmers to strengthen the Institute's nationals and internationals reputation.
c). Assist principal in R&D activates for improving quality of teaching of service to the industry and community
d). Overall charge of the Labs and other working areas concerned involvement in the purchase of equipment items etc. both is matter of indenting, tendering ands conduct of purchase communities meetings .
e). Such other duties/ responsibilities as may be entrusted form time to time
4) SENIOR LECTURER-CUM-SENIOR INSTRUCTOR
a).To take classes (Theory and Practical under overall supervision of the academic HOD.
b).Responsible for equipment/material under his charge.
c).To assist the principal/academic HOD in research work, quality improvement programmers and guide the junior staff.
d).Such other duties and responsibilities as may be assigned to him from time to time.
e).To supervise research work/project assignments.
5) LECTURER-CUM-INSTRUCTOR
a).To take classes (Theory and Practical) as required by academic HOD concerned.
b).To assist the Sr. Lecturer cum Sr. Instructor in various spheres of his duties
c).To provide guidance to assist . Lecturer cum Asst. Instructors.
d).Involvement in research work under the supervision of senior faculty members and perform such other duties and responsibility as may be assigned to him form tome to time
e).Such other duties and responsibilities as may be assigned to him from time to time.
6) ASST. LECTURER CUM-ASSTT. INSTRUCTOR.
a).To take classes both (Theory and Practical) and checking of students journals as required.
b).Responsible for equipment and materials under his charge.
c).Make arrangements for conduct of theory and practical classes with the assistance of attendants including maintenance and safe custody of equipment items and stocks thereof.
d).Such other duties ands responsibilities as may be assigned to him from time to time.
7) NON ACADEMIC STAFF :
1). ADMINISTRATIVE-CUM-ACCOUNTS OFFICER a).To render suitable assistance to the Head of the Institute in all administrator financial and other accounts matter's
b).Supervision of general Office, Accounts and Budget work and assisting Principal in holding meetings of the Board, Executive Committee etc.
c).Overall supervision in respect of proper utilization and upkeep including payment of taxes in respect of lands and buildings belonging to the institute.
d).Organized purchases of stores/Equipment etc. under the
e). supervision of the Principal and in association with the concerned faculty staff.
f).Such other duties and responsibilities as may be assigned to him from time to time
2). OFFICE SUPERINTENDENT. To assist the Principal, Vice-Principal and Administrative Officer in the discharge of their overall administrative and academic functions for the smooth running of the office as well as Institute and such other responsibilities as may be assigned by the component authority from time to time.
3) ACCOUNTANT To assist the Distractive –cum-Accounts Officer and the Principal discharge of his overall responsibilities for the financial and accounts matters such other duties as may be assigned by a competent authority form time to time.
4) ACCOUNTANT-CUM-OFFICE SUPERINTENTENT To assist the Principal, Vice-Principal and Administrative-cum-Accounts communications at the level of principal and handling/security of all confidential documents and handling of administrative, accounts and establishment matter for career advancement and such other duties and responsibilities as may be assigned by the Principal from time to time.
5) A. TO THE PRINCIPAL Dictation form Principal and typing, Keeping, proper record of the communications at the level of principal and handling/security of all confidential document and handling of administrative, accounts and establishment matter for career advancement and such other duties and responsibilities as may be assigned by the principal from the time to time.
6) MAINTENANCE FORMEMAN-CUM-CARETAKER Overall responsibility for all maintenance work and security matters and the Institute hostels and staff quarters and such other duties and responsibilities as may be assigned by a competent authority from time to time as per the terms and conditions of the contract.
7) ASSTT. MAINTENANCE FOR MAN-CUM-CARETAKER To provide assistance in all the maintenances jobs and to maintain Inventory Register under the overall supervision of Maintenance Foreman-cum-caretaker and to do such other duties and to discharge responsibilities as may be assigned by a competent authority from time to time as per the terms and conditions of the contract.
8) UDC (CAST/ESTT./STORES) Posting of UDCs on various assignments will be made by rotation and no employee would hold a particular assignment for period exceeding 3 years.
a). Cash : receipt and disbursement of cash including maintenance of cash books and other connected records collection of fees etc., from students and maintain accounts thereof.
b).Estt. : Handle all administrative and establishment work of the Institute including custody and maintenance of Institute records, service books and ensure periodic review and authentication of service records by the component authority.
c).Stock : Custody, receipt and supply of food and other connected items again, written indents from the faculty staff duly authenticated by the HOD of the concerned stream of the academy, maintenance of stock registers and timely information to Administrative –com. Accounts Officer about the stock position.
In addition employee we perform such other duties as may be assigned to them from time to time.
9) STENO GRAPHER
Dictation, typing work and maintenance of such files and other records as may be entrusted and compent authority may assign such other duties and responsibilities as from time to time.
10) LDC-CASH/ESTT./STORES Posting of LDCs on various assignments will be made by rotation and no employee would bold a particular assignment for period exceeding 3 years.
Cash : Assist UDC (Cash) in handling custody and upkeep of records relating to cash, preparation of pay bills, deductions of necessary subscriptions towards GPF/CPF/Group Insurance Scheme/HBA/MCA including typing work.
Estt. : Assist UDC (East) in maintenance and safe custody of the official records relating to Institute, employees service records, other miscellaneous jobs including typing work.
Stores : Assist UDC (Stores) in maintenance, upkeep and issue of stores items to the faculty members against indents and authorization by UDC (Stores), upkeep of stock report for submission to UDC (Stores) including typing work.
11) DRIVER-CUM-MECHANIC To drive car/vehicle for official use only and carry out routine repairs of the vehicles as and when required. After, duty the vehicle should be parked in Institute building. In case of accident, he will inform Principal and lodge report with the police station. He shall keep log book and consumption of petrol/diesel in the log boot on daily basis along with signature of the person using the car at the end of the month he should get the log book verified and signed by Administrative cum Accounts Officer and Principal.
12) ATTENDANT To provide assistance on full time basis to Asst. Lecturer-cum-Asstt. Instructor in the up keep, maintenance and conduct of classes, both theory and practical
13) PEON To assist the Principal and other administrative staff.
14) LIBRARIAN Custodian of Institute's library books/journals etc., accession of books, issue of library cards and overall supervision of Asstt. Librarian, review and verification of stock register of books in hand and those outstanding with the staff members/students, levying of penalty in case of retention of books etc. by staff/students beyond a prescribed period, issue of NOC to the outgoing staff members and students.
15) ASSISTANT LIBRARIAN Maintenance of stock register, issue of books including receipt and return checking of condition of books and inform liberation in case of damages/issue of reminders to the staff/students in case of delay in return within prescribed time, general review of the stocks from time to time and submission of report to the Librarian.
NOTE: Incumbents holding some of the existing posts like Maintenance Engineer etc which do not figure in the Revised Recruitment Rules 2001 would continue to hold these posts till they relinquish charge of the post due to resignation/retirement etc. duties and function discharges by the incumbents of such posts could be assigned by deploying suitable persons on contract basis or on normal remuneration basis as soon as the incumbents relinquish charge on such posts due to the aforesaid reasons.

RECRUITMENT AND PROMOTION RULES –2003
In exercise of the over all powers vested in it under its Memorandum of Association and Rules & Regulation ,the Board of Governors of the institute of Hotel Management, Catering Technology & Applied Nutrition (Bhubaneswar) Society hereby makes the following Rules in respect of various appointments in service of the Institute:-
SHORT TITLE AND CIMMENCEMENT:
These Rules shall be called the Institute of Hotel Management ,Catering Technology &Applied Nutrition (Recruitment and promotion) Rules, 2003
These Rules shall come into force with effect from 25 .7.2003
INTERPRETATION:
In these Rules the various terms and expressions shall have the same meaning as assigned to them in the Memorandum of Association, Rules and Regulations and Bye-laws of the
Institute from time to time.
SCORE
These Rules shall apply for recruitment and promotions to all whole time regular employees and to all persons appointed or promoted to
any post in the Institute.

6.3 The chairman of a selection / Promotion Committee may co-opt subject Specialist to assist the Committee.
The recommendations of the Selection / Promotion committee shall be submitted to the Appointing Authority for approval and shall normally be valid for one year .
If any relative of any of the members of the selection /Promotion Committee to maintain impartiality and clear transparency in the selection process.
Presence of at least 2/3rd of the members shall form the quorum. However, presence of Chairman would be mandatory;
The Selection / promotion Committee would recommend panel of names and rank in order of merit based on an interview / test
7. SPECIAL REPRESENTATION:
Vacancies in various categories of posts shall be subject to such reservations for representation of Scheduled Castes, Scheduled Tribes, OBCs, Ex-servicemen or any other categories of persons as may be specified by the Government of India from time to time.
8. ELIGIBILITY FOR APPOINTMENT
A candidate for appointment in the Institute:
Must be a citizen of India
OR
Must belong to such categories of persons as may, from time to time, be notified ;in this behalf by the Government of India.
9. PHYSICAL FITNESS:
A candidate selected for appointment in the Institute shall be required to produce a medical certificate of fitness before appointment from a Medical Board for Group ‘A’ posts and Authorized Medical Attendants for Group ‘B’C’& ‘D’ posts as may be nominated by the Board of Governors from time to time. This condition could be relaxed in those cases where the persons already employed in Central Government/State Government /Public Sector Undertakings including Universities who have already undergone such medical examination and apply for any post either on direct recruitment process through proper channel or apply and get selection on deputation basis on foreign service terms.
10. VERUGUCATUIB OF CHARACTER AND ANTECEDENTS;
Appointing Authority shall satisfy itself that the character and antecedents of the candidates selected for first appointment in the Institute are such as so not render him unsuitable for appointment. The criteria, procedure and suitability for appointment would be the same as applicable for appointment to posts / services under the Central Government.
RESTRICTION REGARDING MARRIAGE:
The provision under Conduct Rule 21 regarding regarding restriction on Marriage as applicable to the employees of the Central Government employee will be applicable to applicable to the employees. The procedures and decision as prescribed under this rule shall be followed. Declaration will be obtained from new entrants as per OM No 25/37/67 Estt, (A) DATED 22.4.1970.
GENERAL CONDITIONS FOR APPOINTMENT:
Period of probation:
For Direct recruits:
To posts with minimum of pay scale of Rs.6,500/- and above or to
Post s for which maximum age limit for recruitment is 35 years or above not involving training, the period of probation will be one year.
For all other direct recruits and in cases where probation includes job training,
The period of probation will be two years.
For Promotees:
For promotees in the same service and group, there will be probation period of one year.
For promotees to higher group, the probation period will be one year.
The Appointing Authority may extend the probation period shall be more than the double of the original probationary period. At any time during or at the end of the probationary period, the services of the employee may be terminated in case of a new entrant of the employee may be reverted to the post held before promotion with out nay notice and without assigning any reason.

Vacancies in Group ‘A’ Group ‘B’ and post of Principal, Lecturer and Assistant Lecturer except for the post of Principal, shall be notified and advertised in leading newspapers and Employment News by the concerned Institute of Hotel Management. Whereas vacancies in Group ‘C’ Group ‘D’ shall be notified to the employment exchange giving full details regarding qualification, age, experience etc, as prescribed for the post in the schedule as well as notified and advertised in leading newspapers.
Action to fill a post falling vacant on account of retirement shall be initiated at least six months prior to its occurrence. This could be supplemented with other vacancies arising due to resignation/ dismissal /incapacitation/ death in the intervening period. It shall be mandatory for the concerned Institute of Hotel management to advertise the post of Principal at least six months prior to superannuating /retirement of incumbent, for which National Council for Hotel Management & Catering Technology will maintain a record.
A candidate for direct recruitment to a must fulfill the prescribed qualifications, experience, age etc Relaxation of essential qualifications and experience as prescribed for the post shall not be permissible under any circumstances.
In case a vacancy to recognized for SC/ST and OBC candidates, necessary steps to notify the vacancy to recognized SC/ST/OBC organizations etc. should be taken.
Due relaxations will be available for SC/ST/OBC candidates and such other categories of persons as may be notified from time to time by the Government of India.
A departmental candidate shall also be eligible to apply for a direct recruitment post if He possesses the requisite qualifications etc., except that in such cases the upper age limit may be relaxed up to 5 years.
Departmental Candidate: Is one who is a regular employee of National Council for Hotel Management & catering Technology / Institute of Hotel Management.

i. Short listed candidates shall be required to appear in the prescribed test(s) and /or interview. On an average for one post , three candidates may be selected and placed in a panel in order of merit. In case the first candidate does not join the post within the stipulated joining time, the officer of appointment shall be made to the second candidate and if the second candidate also does not join, the offer of appointment shall be made to the third candidate. The panel of selected candidates shall be valid for one year. However, the selection committee has the discretion in this regard.
ii. Candidates short listed for interview in case of Group “A’ and ‘B’ posts and for the post of Assistant Lecturer- cum-Assistant Instructor and also the candidates belonging to the reserved categories and called for interview, may be granted travel expenses, to and fro for journey (s) by shortest rail route by 2nd class rail fare, on production of tickets. In the case of candidates for the post of Principal, travel expanses for to and fro journey (S) by shortest rail route by 2nd AC class, rail fare or equivalent will be provided on production of tickets.
A candidate below the age of 18 years shall not be considered for appointment to any post in the Institute.
a.The duration of experience as prescribed in these Recruitment Rules for each post for direct recruitment, should be reckoned as experience in the next below post. Authority, such deputationist could be reverted back to his parent office even before the expiry of the period of deputation.
All the terms and conditions relating to transfer on deputation should be sfettled well in advance between the lending department i.e. the parent office of the deputationist and the borrowing department i.e. the IHM concerned.
During deputation period, the deputationist may elect to draw euther pay in the pay scale of deputation post to be fixed under the normal Fundamental Rule 22 and subclauses thereunder or may draw the basic pay plus personal pay, if any in his parent department from time to time plus deputation allowance @ 5% of his basic pay subject to maximum of RS . 500/- PER month provided the deputation is within the same station. In other cases i.e. deputation at outstation, deputation allowance will be @ 10% on his basic pay subject to maximum of RS. 1,000 /- per month. Basic pay plus deputation allowance drawn by the deputationist should not exceed the maximum of the pay scale or RS. 19,500/- per month .
The deputationist will have the exercise his option within one month of his joining the deputation post clearly indicating whether he elects to opt the pay scale of the borrowing department i.e. IHM or opts for drawing deputation allowance as admissible under the Rules. The option exercised once will be final. The option could be revised in the following circumstances:
when the deputationist is reverted to a lower grade in his parent cadre;
when the pay scale of parent post is revised either from retrospective effect or prospectively.
During deputation period the foreign employee has to pay Leave salary contribution in respect of all classes of employees @ 11% of pay drawn in foreign service . Besides Leave salary contribution , the foreign employee will also pay pension contributions at a percentage prescribed for different category/ group of employees on the maximum pay of the post in the officiating / substantive grade held by the officer at the time of proceeding on foreign service. The pension contributions will be based on the length of service, which would include all kinds of leave with or without pay, overstayal of leave, suspension and joining time etc. The leave salary contribution (except for the period of leave availed on foreign service) and pension contribution/ contributory Provident Fund (employer’s share) contribution are required to be paid either by the employee or by the borrowing organization as per central Government Rules and all appointments on deputation/foreign service basis in IHM will be as per terms and conditions as laid down in the Department of personnel and Training’s office Memorandum dated 05.01.1994 as amended from time to time.
Borrowing department i.e. transferee IHM will have to pay to the lending department all the contributions towards pension, contributory provident Fund and leave Salary at the prescribed rate . These contributions shall not be payable during leave availed of by the deputationist while in foreign service.
In nutshell, all the provisions laid down in chapter xii of the Government of India’s Fundamental Rules will be applicable to all the IHM where the deputationist have been lent on foreign service terms from the lending central Government/ State Government Departments, public sector and other Undertakings, Autonomous societies etc.
PART-III- GENERAL PRINCIPLES GOVERNING PROMOTION:
14. PROMOTION:
No employee shall be considered eligible for promotion to a higher post unless he satisfies the requirements prescribed for promotion as specified for the respective post in the Schedule.
For the purpose of promotion, a post shall be either a selection post or a non- selection post as given in the Schedule.
Selection posts-Promotion to selection posts shall be on the basis of merit with due regard to selection posts shall be on the basis of merit with due regard to seniority. The appropriate Departmental promotion committee shall judge the merit and suitability of eligible employees for promotion on the basis of record of service, including confidential reports and recommend the order in which they may be promoted .The Departmental Promotion committee may conduct interview/test.
a. Non-selection posts – promotion to non-selection posts shall be on the basis of seniority subject to rejection of unfit candidates as determined from the record of service, including Confidential reports, by the appropriate Departmental Promotion committee as referred to above.
15. PART-IV GENERAL PRINCIPLES GOVERNING DEPUTATION- DEPUTATION ON FOREIGN SERVICE TERMS:
Employees of the central Government/State Government/Public sector and other Undertakings /Autonomous societies etc., applying through proper channel in relaxation of appointment on immediate absorption conditions for deputation on foreign service terms for any post in IHM may on their selection be appointed in IHM . White selecting the employees of the above mentioned organizations for a deputation post in IHM, selection committee as may be constituted by the Board of Government of the respective IHM will ensure that the candidate fulfils the requisite qualifications and experience etc., for the deputation post as are prescribed in the Recruitment Rules.
The terms and conditions of appointment on deputation/foreign service in Hotel Management Institutes/National Council shall be regulated in terms of Department of personnel & Training’s office Memorandum dated 05.01.1994 as amended from time to time .The period of deputation/foreign service shall be subject to a maximum of three years in all cases except for those posts where a longer period of tenure is prescribed in the Recruitment Rule . The borrowing organization may grant extension beyond this limit up to one year , after obtaining orders of secretary (Tourism), Government of India , where such extension is considered necessary in public interest. The borrowing organization may extend the period of deputation for the fifth year or for the second year in excess of the period prescribed in Recruitment rules in rare and exceptional circumstances in public interest subject to specific understanding that the officer would not be entitled to draw deputation duty allowance. This is subject to the prior approval of the lending organization and wherever necessary the UPSC/state PSC and ACC. In exceptional cases where the deputationist is not found fit to discharge his/her duties and responsibilities to the satisfaction of the competent
The above mentioned Rules shall also apply to the employees of the IHM lent on foreign service terms from one IHM to another or from the IHM to central Government /State Government Departments /public sector and other Undertakings or any other Autonomous Societies etc.
Leaves salary or and/or pension contributions in respect of deputationist lent on foreign service in the IHM may be paid annually within fifteen days from the end of each financial year of at the end of the foreign service .In cases where the deputation on Foreign service expires before the end of a financial year, the requisite contributions should be remitted within fifteen days from the expiry date of Foreign Service to the lending organizations.
Interest on overdue contributions i.e. unpaid contributions must be paid to the lending organization in accordance with the provisions laid down in S.R.307 of Government of India. At present the rate of interest on unpaid contributions is two paisa per day per RS.100/- from the date of expiry of the date on which contributions are finally paid .
Note:Though Government of India’s Rules provide that the employee could also pay leave salary and pension contributions himself at the prescribed rates on the net pay drawn i.e. the pay minus pension and leave salary contributions, yet it would depend on the option of the employee of the IHM. The leave salary for the leave availed of by the deputationist while in foreign service in the IHM shall be payable by his parent office. Leave salary contributions and pension contributions should be shown distinctly in the statement to be sent along with the cheque / demand Draft.
16.REMOVAL OF DOUBTS:
Where any doubt arises as to the interprotation of any of the provisions of these Rules or in respect of matters not provided for in these Rules ,the matter shall be referred to the Central Government. 1. STAFF REGULATIONS
In pursuance of the relevant provision of the Memorandum of Association and Rules of the Institute Of Hotel Management Catering Technology And Applied
Nutrition (Bhubaneswar) Society, the Board of Governors hereby makes the following regulations namely:
CHAPTER-1
1. SHORT TITLE , COMMENCEMENT AND APPLICATION
These regulations may be called the Institute Of Hotel Management Catering Technology And Applied Nutrition (Bhubaneswar) society (Staff) Regulations.
They shall come into force at once and shall replace any other staff rules/regulations that may have been in force.
They shall apply to all the employees of the Society. In respect of the persons employed by the Society on Agreement / Contract, the rule shall be those as may be specifically provided in the Contract or Agreement as the case may be. In respect of the persons appointed on deputation from the Central or State Govt., all matters relating to such employees shall be governed by the terms of deputations and if on any specific matter there is no provision about the same in terms of deputations, reference should be made to the parent Government or department as the case may be.
2.DEFINATIONS
In these regulations, unless the context otherwise requires:
“Appendix” means an Appendix to these regulations;
“Appointing Authority” means the authority prescribed in Regulation 5;
“Board of Governors” means the Board of Governors of the society
“Chairman” means the Chairman of the Board of Governors;
“Secretary” means the secretary of the society;
“Society” means the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society;
“Employees” means a person who is in the whole time service of the Society but does not include a person employed by the society on daily wages;
“Executive Committee” means the Executive Committee of the society;
“Institute” means the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society;
“Principal” means Principal of the Institute of Hotel Management Catering Technology & Applied Nutrition (Bhubaneswar) Society;
“Central Government” means Ministry or Department the in the Central Government dealing with the subject.
3.CLASSIFICATION OF POSTS:
The classification of the posts in the Society and the scales of pay attached thereto shall be as set out in Appendix II and shall be subject to such orders as may be issued by the Society from time to time in conformity with the orders/instructions issued by the Central Government from time to time.
CHAPTER –II
4. STRENGTH OF STAFF
The Board of Governors shall from time to time determine with the approval of the Central Government the strength of the staff both permanent and temporary under the various categories required for carrying out its functions subject to norms, orders/guidelines prescribed by Central Government from time to time.
5. APPOINTMENTS (i) Appointments to posts in Group “C” and “D” shall be made by the Principal and appointments to the posts in Group “B” shall be made by the Board of Governors on the recommendations of a duly constituted sub committee authorized by the Board to make such selections. Orders of the Board of Governors in this regard will be communicated under signature of the Secretary of the Society (Principal). The procedure for appointment etc. to the post in Group “A” including the post of Principal shall be made as per provision of Rule 24(i) (a) (b) & (c).
(ii)Qualifications for appointments
The qualifications for appointment to the posts in various cadres in the Institute shall be such as may be determined by the Principal/ Executive Committee/Board of Governors from time to time in accordance with any orders/instructions issued by the Central Government in this regards. (iii) Methods of recruitment:
Recruitment to the post may be made:
by direct recruitment;
by promotion; and
by appointment of employees borrowed from Government Departments and other Institutes
on contract
NOTE: Appointment to a post in any grade by promotion shall be made whether in a permanent or officiating capacity from amongst employees serving in posts in the next lower grade. (iv) Adhoc Appointment
Not withstanding any thing contained in the above rules the Board of Governors/Executive Committee may by a general or special
order and subject to such conditions as it may specify in such order delegate to any authority the power to make adhoc appointments (v) Superannuation
All employees of the Institute except Grade “D” employees shall retire on attending the age of 58 years provided that the Board of Governors may if satisfied that the interest of the society so requires and in consideration of outstanding nature of work done by an employee, extend by an order in writing, with the prior approval of the Central Government the period of service of any employee beyond the age of superannuation on the existing terms and conditions or on re-employment or on contract service for any period not exceeding two years in aggregate, subject to any instructions/orders issued by the Central Government in such matters Grade “D” employees shall retire on attending the age of 60 years.
Not withstanding anything contained in Regulation (a) an employee shall on invalidation by the appropriate medical authority cease to be in service on account of complete and permanent incapacitation determined in accordance with the relevant Rules applicable to comparable categories of Central Government employees from time to time.
(vi)Probation:
1) Every employee shall, on appointment to any post (whether on
Promotion or otherwise) be on probation for a period of one year commencing from the date of regular appointment;
2) Nothing in this regulation shall apply to the persons employed on
Deputation from Central/State Government or an Institute.
(vii)Medical fitness:
Every person appointed for the first time to any post in the Institute shall, before joining duty in the post, be required to furnish a medical certificate of fitness from a competent medical authority as under:-
i. Posts classified as Group “A” as per Appendix –II : Medical Board comprising of three doctors headed by the Medical Superintendent of a Govt. Hospital
ii. Posts classified as Group “B” as per Appendix –II : Medical Superintendent of the Govt. Hospital
iii. Posts classified Group “C” as per Appendix –II : authorized Medical Attendant/Medical Officer of the Govt. Hospital or the Government dispensary located in the area of residence.
iv. Post Classified as Group “D” as per Appendix –II : Govt. Doctor.
NOTE: For Group “B”, “C”, and “D” posts, the form for medical certificate will be as prescribed in Appendix-I. For Group “A” posts, Medical Certificate will be issued in the format used for such purpose by the hospitals. (viii) Termination of Service.
(a) (i) No employee other than a person on deputation from the Central Government or any State Government or an any Institute shall leave or discontinue his service in the Institute except after giving One Month notice in writing of his intention to do so to the Principal.
(ii) Provided further that where an employee has completed the period of Probation and stands confirmed, the period of such notice shall be Three Months.
(iii) However, if an employee wants to leave Service instantaneously he may be permitted to do so by depositing with the Institute pay and allowances for the period of notice, as the case may be
(iv) Provided that the appointing authority may, for reasons to be recorded in writing, waive either wholly or in part, the recruitment as to payment of such compensation
(b) (i) The Institute may at any time and without assigning any reason, terminate the services of any employee who has not completed his probation, after giving one month notice in writing or a month’s pay and allowances in lieu thereof.
(ii) The Institute may at any time and without assigning any reason terminate the services of an employee who has completed the period of probation and stands confirm by giving him three months notice or pay and allowances thereof.
( c)In case of Group “C” & “D” employee the Principal shall be the competent authority while Executive Committee for class “B” post shall be competent authority. However the Executive Committee will exercise his power only after the Board of Governors has ratified decision in this regard. In case of Group “A” post, the competent authority shall be the Central Government.
(d)Nothing contained in these Regulations shall effect the right of the appointing authority to retire, remove or dismiss an employee without giving any notice or pay in lieu of notice in accordance with the provisions of relevant rules concerning ‘conduct and discipline’ of employees.
CHAPTER- III GENERAL CONDITIONS OF SERVICES
In all matters relating to service conditions such as fixation of pay; increments; counting of service for increments; compulsory deductions; optional deductions; grant of special pay; personal pay; honorarium and fees; Dearness Allowance; Additional Dearness; Interim Relief; Leave Travel Concession; Compensatory Allowances; House Rent Allowance; Children Education Allowance; House Building Advance; Festival Advance; Advances for purchase of Conveyances; Travel and Admissibility of Travel Allowance; Classification, Control and Appeal Rules; Conduct Rules; Contributions to Contributory Provident Fund; Joining Time; Leave Entitlement and conditions for grant of various kinds of leaves; Medical Rules; Gratuity and Terminal Benefits etc; the Central Governments Rules on the subject, as applicable to comparable categories of Central Government employees/servants, shall Mutatis Mutandis be applicable to the corresponding categories of the employees of the Society subject to any order/amendments /instructions issued by Central Government on the relevant subject from time to time, except that where the Board of Governors, with the approval of the Central Government adopts a specific provision/rule in respect of any specific service matters, the employees of the Institute shall be subject to those provisions in respect of such specified matters.
Note: (i) The above list is only illustrative and not exhaustive. All matters
which may not have been spelt out above shall also be regulated in the same manner as in the case of Central Government servants of corresponding categories.
(ii) Employees of the Institute shall be eligible to contribute to contributory Provident Fund under the terms and conditions as laid down in Contributory Provident Fund (India) Rules, 1962 as amended from time to time.
CHAPTER-IV
7.RESIDENTIAL ACCOMMODATION:
(i) Out of the residential accommodation owned by the Society, the Society may at its discretion make available such residential accommodation, as it considers appropriate to the pay, rank and status of an employees, and on such rate of monthly license fee as it considers reasonable. The society will not have any authority to hire accommodation and give it to staff members
ii. In deciding the suitability of such residential accommodation to an employee’s pay, rank and status as well as in determining the license fee to be recovered from the employee for such accommodation, the society will bear in mind the scales of accommodatio9n and the rates of house rent in force under the Central Government rules governing the allotment of residential accommodation to its employees, but the decision of the Society in regard to such questions shall be final./
iii. If an employees refuses to accept the residential accommodation made available by the society and if the society does not consider his reasons for doing so adequate and acceptable, the society may stop the house rent allowance payable to him in terms of relevant rules.
iv. Accommodation of appropriate scale will be allotted to the employee strictly in accordance with the ‘Rule’ drawn up for allotment of such residential accommodation.
CHAPTER-V
General: Matters not covered by these Rules will be governed by Government of India’s instructions in that behalf.

DUTIES AND RESPONSILILITIES
A) ACADEMIC STAFF
1. PRINCIPAL
a).Principal is academic and executive officer of the Institute and responsible for proper admission and finance, discipline, teaching etc. as per Byelaws, Memorandum of Association and rules and Regulations of the Society and within the powers vested/delegated to him by the Board of Governors/ Central Government.
b).Custodian of records and Society's funds and other immovable/movable assets of the society.
a).As Secretary of the Board of Governors and Executive Committees respectively, he is responsible for arrangement of meetings To inform Government for filling up vacant posts in Bogs or Executive Committee.
c).Initiate faculty Development /Research/Experimentation in close association with the Heads of Academic Departments and submit periodic feedback to National Council for Hotel Management and Catering Technology and the Ministry. Also sponsor employees from administrative cadres including PA for Cash & Accounts training and other refresher courses conducted by IST&M, New Delhi through NCHMCT.
d).Such other duties as may be encrusted to the incumbent by the Executive Committee/Board of Governors and Government of India from time to time
2). HEADS OF ACADEMIC DEPARTMENT INCLUDING VICE PRINCIPAL
VICE PRINCIPAL :
Any Institute of Hotel Management, for their own administrative conveniences. May, with the approval of its Board of Governors, designate one of the Heads of Academic Department as Vice Principal on rotationally basis for a period of two years from amongst the academic HODs in order of seniority.
a). He will perform duties as assigned to him as academic HOD any may also function as Dean of the Institute looking after counseling/training placements of the students etc.
b). Teaching as assigned by the principal from time to time.
c). Overall responsibility for the efficient working of the Department concerned including maintenance of high educational standards, records, all equipment, tools and materials with the department, regular departmental meetings with minutes recorded for discussions with the principal assistance to the principal in the maintenance of staff and students discipline, innovation of programmers to strengthen the Institute's national and international reputation.
d). Assist Principal in R&D activities for improving quality of teaching of service to the industry and community.
e).Overall charge of the Labs and other working areas concerned, involvement in the purchase of equipment items etc both in matter of indenting, tendering and conduct of Purchase Committee meetings
f). Administrative Offices.
g). Arranging of training and welfare of students and such other duties and responsibilities as may be assigned to him by the Principal.
3). HEAD OF DEPARTMENT
a). Teaching as assigned by the Principal from time to time.
b). Overall responsibility for the efficient working of the Department concerned including main trance of high educational standards, records, all equipments, tools and materials with the department, regular Departmental meetings with minutes recorded for discussions with the principal, assistance to the principal in the maintenance of staff and students discipline innovation of programmers to strengthen the Institute's nationals and internationals reputation.
c). Assist principal in R&D activates for improving quality of teaching of service to the industry and community
d). Overall charge of the Labs and other working areas concerned involvement in the purchase of equipment items etc. both is matter of indenting, tendering ands conduct of purchase communities meetings .
e). Such other duties/ responsibilities as may be entrusted form time to time
4) SENIOR LECTURER-CUM-SENIOR INSTRUCTOR
a).To take classes (Theory and Practical under overall supervision of the academic HOD.
b).Responsible for equipment/material under his charge.
c).To assist the principal/academic HOD in research work, quality improvement programmers and guide the junior staff.
d).Such other duties and responsibilities as may be assigned to him from time to time.
e).To supervise research work/project assignments.
5) LECTURER-CUM-INSTRUCTOR
a).To take classes (Theory and Practical) as required by academic HOD concerned.
b).To assist the Sr. Lecturer cum Sr. Instructor in various spheres of his duties
c).To provide guidance to assist . Lecturer cum Asst. Instructors.
d).Involvement in research work under the supervision of senior faculty members and perform such other duties and responsibility as may be assigned to him form tome to time
e).Such other duties and responsibilities as may be assigned to him from time to time.
6) ASST. LECTURER CUM-ASSTT. INSTRUCTOR.
a).To take classes both (Theory and Practical) and checking of students journals as required.
b).Responsible for equipment and materials under his charge.
c).Make arrangements for conduct of theory and practical classes with the assistance of attendants including maintenance and safe custody of equipment items and stocks thereof.
d).Such other duties ands responsibilities as may be assigned to him from time to time.
7) NON ACADEMIC STAFF :
1). ADMINISTRATIVE-CUM-ACCOUNTS OFFICER a).To render suitable assistance to the Head of the Institute in all administrator financial and other accounts matter's
b).Supervision of general Office, Accounts and Budget work and assisting Principal in holding meetings of the Board, Executive Committee etc.
c).Overall supervision in respect of proper utilization and upkeep including payment of taxes in respect of lands and buildings belonging to the institute.
d).Organized purchases of stores/Equipment etc. under the
e). supervision of the Principal and in association with the concerned faculty staff.
f).Such other duties and responsibilities as may be assigned to him from time to time
2). OFFICE SUPERINTENDENT. To assist the Principal, Vice-Principal and Administrative Officer in the discharge of their overall administrative and academic functions for the smooth running of the office as well as Institute and such other responsibilities as may be assigned by the component authority from time to time.
3) ACCOUNTANT To assist the Distractive –cum-Accounts Officer and the Principal discharge of his overall responsibilities for the financial and accounts matters such other duties as may be assigned by a competent authority form time to time.
4) ACCOUNTANT-CUM-OFFICE SUPERINTENTENT To assist the Principal, Vice-Principal and Administrative-cum-Accounts communications at the level of principal and handling/security of all confidential documents and handling of administrative, accounts and establishment matter for career advancement and such other duties and responsibilities as may be assigned by the Principal from time to time.
5) A. TO THE PRINCIPAL Dictation form Principal and typing, Keeping, proper record of the communications at the level of principal and handling/security of all confidential document and handling of administrative, accounts and establishment matter for career advancement and such other duties and responsibilities as may be assigned by the principal from the time to time.
6) MAINTENANCE FORMEMAN-CUM-CARETAKER Overall responsibility for all maintenance work and security matters and the Institute hostels and staff quarters and such other duties and responsibilities as may be assigned by a competent authority from time to time as per the terms and conditions of the contract.
7) ASSTT. MAINTENANCE FOR MAN-CUM-CARETAKER To provide assistance in all the maintenances jobs and to maintain Inventory Register under the overall supervision of Maintenance Foreman-cum-caretaker and to do such other duties and to discharge responsibilities as may be assigned by a competent authority from time to time as per the terms and conditions of the contract.
8) UDC (CAST/ESTT./STORES) Posting of UDCs on various assignments will be made by rotation and no employee would hold a particular assignment for period exceeding 3 years.
a). Cash : receipt and disbursement of cash including maintenance of cash books and other connected records collection of fees etc., from students and maintain accounts thereof.
b).Estt. : Handle all administrative and establishment work of the Institute including custody and maintenance of Institute records, service books and ensure periodic review and authentication of service records by the component authority.
c).Stock : Custody, receipt and supply of food and other connected items again, written indents from the faculty staff duly authenticated by the HOD of the concerned stream of the academy, maintenance of stock registers and timely information to Administrative –com. Accounts Officer about the stock position.
In addition employee we perform such other duties as may be assigned to them from time to time.
9) STENO GRAPHER
Dictation, typing work and maintenance of such files and other records as may be entrusted and compent authority may assign such other duties and responsibilities as from time to time.
10) LDC-CASH/ESTT./STORES Posting of LDCs on various assignments will be made by rotation and no employee would bold a particular assignment for period exceeding 3 years.
Cash : Assist UDC (Cash) in handling custody and upkeep of records relating to cash, preparation of pay bills, deductions of necessary subscriptions towards GPF/CPF/Group Insurance Scheme/HBA/MCA including typing work.
Estt. : Assist UDC (East) in maintenance and safe custody of the official records relating to Institute, employees service records, other miscellaneous jobs including typing work.
Stores : Assist UDC (Stores) in maintenance, upkeep and issue of stores items to the faculty members against indents and authorization by UDC (Stores), upkeep of stock report for submission to UDC (Stores) including typing work.
11) DRIVER-CUM-MECHANIC To drive car/vehicle for official use only and carry out routine repairs of the vehicles as and when required. After, duty the vehicle should be parked in Institute building. In case of accident, he will inform Principal and lodge report with the police station. He shall keep log book and consumption of petrol/diesel in the log boot on daily basis along with signature of the person using the car at the end of the month he should get the log book verified and signed by Administrative cum Accounts Officer and Principal.
12) ATTENDANT To provide assistance on full time basis to Asst. Lecturer-cum-Asstt. Instructor in the up keep, maintenance and conduct of classes, both theory and practical
13) PEON To assist the Principal and other administrative staff.
14) LIBRARIAN Custodian of Institute's library books/journals etc., accession of books, issue of library cards and overall supervision of Asstt. Librarian, review and verification of stock register of books in hand and those outstanding with the staff members/students, levying of penalty in case of retention of books etc. by staff/students beyond a prescribed period, issue of NOC to the outgoing staff members and students.
15) ASSISTANT LIBRARIAN Maintenance of stock register, issue of books including receipt and return checking of condition of books and inform liberation in case of damages/issue of reminders to the staff/students in case of delay in return within prescribed time, general review of the stocks from time to time and submission of report to the Librarian.
NOTE: Incumbents holding some of the existing posts like Maintenance Engineer etc which do not figure in the Revised Recruitment Rules 2001 would continue to hold these posts till they relinquish charge of the post due to resignation/retirement etc. duties and function discharges by the incumbents of such posts could be assigned by deploying suitable persons on contract basis or on normal remuneration basis as soon as the incumbents relinquish charge on such posts due to the aforesaid reasons.
